I think it's a known issue. I never used OS X, but I think you need to run LO at least once before installing additional language pack.
This should work as a workaround.
Think I saw it one of LO's release notes. It sounded like a lot of work to fix (but I can't really tell).

No, Kruno, this is a new issue, I know, I reported the other one ...
This bug is about no being able to install a langpack on OSX at all and if
confirmed it should be a stopper for 5.2.

This should no longer be necessary. The language pack installer forces
a start of LO to workaround this. But of course for this to work it
needs to run in the first place.
If the problem already is failing to launch the language pack
installer, then the problems are different.
Even using contextmenu to launch the langpack installer should not be
necessary anymore, it is now signed as well....
