Once a po file is completely translated there is no way to go back and make
changes to the translations?

Yes, you can, just open the project page (such as libo_ui or website),
folder, or .po file, and click in the tiny, black circle “Detailed
statistics”, and then click “Total”. Have a look at my attachment.

On Pootle, any file, any time you can edit your translation.

Yes, there is. Use the search function at the bottom of the page, or navigate to the file manually.
