About the way to download localized readme file for Linux platform

I have known that Windows platform has multilang installer, and Linux
platform seperates archives into install-XXX_en-US and localized
langpack and helppack archives.

In the install-XXX_en-US archive has the English version of readme
"README_en-US", but there is no readme file in langpack and helppack
archives. I think the localized readme should be in at least langpack
archives, right?
