Can you be a bit more elaborate about this? Point some of those bug reports you mention. Now it's not even clear to me how should 'keep with previous' even work.
I'll asume you are starting a list at the very bottom of the page.
List will start on a new page only if there is not enough room left on the current page, and there is nothing you can do about it - if it's not fitting the page, it can't be done (bug or not).
Paragraphs can be kept together only 'with next', because 'with previous' is kinda done by default and free space on the page is limiting factor which can not be overcome.
What you could do is reduce spacing inside of list and between previous paragraph and list and hope it will fit or, what I would do, is CTRL + ENTER to move previous paragraph on the next page too. Yes, that is not what you are trying to do but it's the only way to keep them together.
You also could keep previous list item with next list item but I don't think that other way around is even possible.

This is an old post, but I think the problem still exists: how do you prevent
a list from starting a new page? "Keep with previous" would seem to do that,
and I don't find another solution.
