AskBot localization, finally

good news, everyone - we finally have localized AskBot instances running. So many thanks and kudos to Alex and Evgeny for making that happen!

The following AskBot localizations have been set up:

Some notes:

- I have copied everyone who has requested localization to this mail. However, nobody has registered an account so far, so you can't administer. Please do register and mail your account name to hostmaster@documentfoundation.org (not to me!), so you can get admin rights.

- All instances share the same databases, which yields to some issues, e.g. with tagging and separation of kudos and the like. However, the problem seems to be deeply in AskBot, requiring a fair amount (estimation ~100 hours) of work to be fixed. We need to look into budgeting whether that's possible short-term. If you do make changes to your instance, chances are it affects _all_ languages, so please be cautious.

- If there are further languages we need to deploy, please write to hostmaster@documentfoundation.org (not to me!) with your account name, so Alex can set it up. I remember some more languages required, but during the last call for feedback, only those mentioned above wrote back to us.

Glad to see that finally other languages showed up.

From my pt-BR experience, Askbot l10n is handled in Transifex service here:

https://www.transifex.com/projects/p/askbot/

One can join the translation team and improve the translation of his
askbot instance. Then there will be necessary to make it show up in AskLibo.

Arabic and Japanese were also in the list.
