Has anyone been able to use Base Reports and turn off the Header after the first page?

It is impossible at this moment to show something dependent on pagecount
in ReportBuilder:

Pageheader couldn't be hidden by changing values of the report, because
it doesn't recognize any changing of the fields in the report.

Try to set a reportheader instead of pageheader. It will be shown only
on the first page. You could get it with
Edit > Report Header.
