No, it is a bitmap.

If it's a bitmap, then why not populate this bitmap with "Beta
Release" in all 100 languages in all colors, a bit transparent, as
background?

Next 3.5 release will be rc1, so you have time to prepare a patch for
3.6 beta :wink:
