Hi Larry, you should go to System Preferences > Security & Privacy and
in the General tab choose "Allow apps downloaded from Mac App Store and
identified developers" before launching LibreOffice for the first time
(in some cases you need to choose "Allow apps downloaded from anywhere":
the first option works fine on my MacBook, and does not work on my
MacBook Air). After you have launched LibreOffice, you can switch back
to the most secure option.

Usually you can also "right-click" on the Libreoffice Application and select "Open" from the menu. It will ask you if you really want to do that. If you select "Yes", Libreoffice should open.

I guess you installed a LO language pack directly after downloading LO, and without starting LO once in between, and thus got trapped by <https://bugs.documentfoundation.org/show_bug.cgi?id=89657> "The lang-pack installation mechanism on OSX unacceptable."
