does freeze row in Calc work?

I can't get Calc to freeze the heading row in any spreadsheet. Downloaded and
installed the latest 5.1.3 Windows version yesterday and it still isn't
happening, either from the option in the View menu or the toolbar icon.
Click on the row number (1), then the menu/toolbar option, then scroll down.
The top row scrolls off the screen . Am I missing something?

Yes, you are: as they say, "close, but no cigar". In order to use the Freeze option, you need to select not the last row you want frozen but the first one that you don't. In your case - to freeze only the first row - you need to mark row 2 before applying Freeze. (I can see why you might not find this intuitive.)
