File download stalls when connected to my ISP, succeeds when using a Verizon Wireless MIFI?

I tried to download the LibreOffice 211 MB installation file numerous
times and it stalls around 66 mb. I think there is a problem with my
ISP. I have broadband connection. I connected my Windows 7 laptop to the
ISP box on the outside of my house so I could bypass my house wiring and
router and still it stalls. I can download it with the same laptop when
connected to the website through a Verizon Wireless MIFI. So far my ISP,
based in Maxwell, Indiana, USA called NineStar Connect cannot determine
the cause. Any suggestions? I can download a 411 MB file from a file
storage service in the cloud that I use with no problem when using the
NineStar Connect network. Could it be because it is an .msi file or
because you are located in Germany? I am struggling for an answer.

If it works, then it may be in your service.

If it does or does not, then either way I would contact your service provider and ask their support people why you are not able to download from the different download access points properly.

Look into the different ways you can down the file[s].

Are you using IE, Firefox, or Chrome?
I use Time Warner Cable for my access, in central New York State, and have no issues with the different download paths. EXE or MSI file extensions work the same.

When the provided link works for you then it could be, that one of LibreOffice's mirrors is defect. (You won't get the file from Germany by default, but from US). Trying the link given to you in the mail before, you get the file from Germany.

I have a broadband connection, fiber-to-the-home, 25 Mbps DL and UL.

I use both IE and FF. Same results.

Occasionally a site hosting a mirror will have configuration issues. The
MirrorBrain network of mirrors will preferentially resolve and use a
provider based on your IP. We would need to know the exact mirror that is
serving your download(s) and having issues.

However, you can control things. Consult the mirrorlist meta data for the
download--it is the "Info" labeled hyperlink.
For example for the x86 Windows build of 5.0.1 release

Alternatively, the project provides an archive of all release
builds--current Still and Fresh release builds are added as they are
released to the mirror network. You are welcome to download current and of
course archival builds there if need be.

Please attempt a download from an alternate mirror, reached via the "Info"
page, or from the project archive site. That should get you a complete
package.

I received this message at a different address, and think it could be related.
I asked about where the download was from and asked if the error came while downloading or while installing.

I gave the German archive download for 5.0.1.2 for that person to try.

I have seen some access providers have a limit on file sizes, but I was thinking that the file might have been corrupted during the download process.

The important thing to know is the following: Which mirror was used for the download?

Try the archive site folder system. If it works, then it really could have been the regional mirror that has the problem.

I am hoping the person will return my email and give me the info you need - i.e. the location of the download so you can find out what mirror was used. Since the country code was ".be", that should narrow the mirror list a bit. I do not remember what country used that country code, but I could look it up if I really wanted to know that answer.
