Help on Libreoffice Localization

Hi Dear(s),

I know nothing about localization.But now,I already started a project of
libreoffice localization to our language.
I hope u will give me satisfactory answers for the following. i started
string translations on pootle(online).

1. beyond to the pootle string translation, why do i need to build and
compile the source code?
2. How can i build and compile the source code ? (the environment and the
tools to build and compile)
3. how can i finally deploy the software?
