We've identified and fixed an issue with Bulgarian hyphenation dictionary that's part of LO for years. What the process for updating it is?

If you know how to fix the dictionary yourself, then fix it and upload
the patch to gerrit like as you would provide a patch for libreoffice
itself. (just on another repository)

If you are not, then best create a bug report explaining what is wrong
and what's expected.
