LibreOffice 5.3 projects created in pootle - copyright year bumped in 5.2 as well

Hi *,

As you might have noticed already, the LibreOffice 5.3 projects have
been created in pootle, master projects will be updated with master
templates shortly.

Please also note that there have been string changes in LibreOffice
5.2 UI projects due to bumping the copyright year to 2017.
