TDF has released LibreOffice Portable. Why is Slovenian language not
included? Does TDF have preferred languages?

No - PortableApps and TDF announced the release of LibreOffice Portable (as released by Portable Apps)

Why is Slovenian language not included? Does TDF have preferred languages?

I have no idea. Best would be to ask at the PortableApps forum - I'm sure, John T. Haller or Marko Moeller might give an answer on the issue (or even have an idea how to fix this).
