Why is it that the Help section of the American version of LO works
perfectly well and the GB does not? When I install the help section it
puts me online instead of residing in the program as the US version does!

You need to go to Options -> Language settings -> Languages and make sure
that both "User interface" and "Locale setting" are set to English(UK).
You should then get the inbuilt help.

Graham's answer is mostly for Windows, probably Mac too. On Gnu&Linux
you don't seem to have to set the "Locale Setting" or
"Regionalization" to English (Uk).
The downloads pages gives you 3 green buttons and you need to download
all 3; the main installer, the UI and the "in built help". Many
people get confused by having 3 things to do and having to read things
is apparently difficult for them so the 3 buttons system is beyond
them. Welcome to the OpenSource world where you are often given
choices that proprietaray systems can't manage.
On the other hand it could be that you installed the 2 or 3 in the
wrong order. No need to uninstall though! Just reinstall the "Help"
again and this time it will find the main install successfully.
Ideally do the main installer first and the help 2nd but when you do a
lot of machines there is often 1 where you loose track and need to
redo the help one.
