Piece of good news - CLDR have upgraded their user interface and it's now a LOT easier to enter and amend locale data. Accounts can be requested here:

Uses a voting system now but the good news is that if you do a lot of localization for a small language, you can have your 'votes' bumped up so it goes live without lots of folk voting, they understand the limitations of crowdsourcing and small languages it would seem.
