Sorry for the late answer. To join the German team, just subscribe to the german lists (discuss):
http://wiki.documentfoundation.org/DE/Mailing_Listen

Translations will be coordinated there. For 3.3 the translations are almost done, but you can register at our translation server:
    http://translations.documentfoundation.org/pootle/
and look around (it's a test server for th emoment).

To get more rights at the server, you may ask at the German lists.
