Migration to Pootle new version

Hi all,

Some news on the Pootle migration: Dwayne is currently working on it. We
will set a VM to test the new Pootle version by the end of the month.
Migration should be over by mid Mach. Let me know if you want to
participate to the tests of the new Pootle version.

Once the migration to the new version done, Cloph will create a new
project based on master for the teams who want to work sooner on the
strings.
