Numbering/Lists - promote/demote issue

Hi.
Before unnecessarily filing I thought I would check if the following would be classed a bug.
To see the problem.
Create a list or numbering with list or numbering style of say 3 lines.
Demote the second line 1 level and the third line another level.

Clicking on each of the lines you can see bottom right of the window Numbering1:Level 3 etc.

Modify the style so level 2 Options has Number None and Character Style None. In LO 4.3 if I click on the line the status bar says Numbering1:Level 2 but I no longer have the tool bar to promote or demote this entry.

If I modify the style to Number Bullet, Character Style Place Holder and Character Space (32) I can then promote and demote with the tool bar.
