Obscure strings meaning

Hi

1. What means "to enter the document"? For me, from context it sounds like
"approve" or "confirm", but when I look at German's team work I see that,
they translate it using word "change", "alter" (ger. wechseln)

2. Please, let someone explain me what means this sentence.

I can read every single word, but whole sentence doesn't make sens.

<emph>~</emph> (tilde) escapes the special meaning of (...) tilde character
that follows immediately after the tilde character
