Problems with curly quotes inside words in Hunspell + incorrect words in LibreOffice's English Hunspell spell checker .dic file

I am having some problems finding a Hunspell spell checker that can handle
smart (or curly) quotes in words such as wouldn’t, couldn’t, etc.

I noticed that many Hunspell spell checkers don’t work properly with them,
so I investigated a bit and found that the ICONV command can be used in the
.aff file to make this possible. The ‘LibreOffice American British Canadian
- spelling/hyphen/thesaurus dictionaries’ (available here:
http://extensions.libreoffice.org/extension-center/american-british-canadian-spelling-hyphen-thesaurus-dictionaries/releases/3.0)
makes use of the ICONV command, and seems to work with curly quote sin
words. However, I also noticed that the list contains a lot of incorrect
words, such as ‘wouldn’, and ‘couldn’.

Who should I ask this question to? Is anyone here in charge of these
dictionaries?
