Restructured l10n guide

Hi,

I broke the overwhelming l10n guide into subpages and adapted details to
reality. Hopefully
https://wiki.documentfoundation.org/LibreOffice_Localization_Guide
won't scare off new localizers anymore

Many thanks, it was a good move!

Hi, Rimas et al

I have been the main person working on the Esperanto translation in the last three months. The team's contact person, Michael Moroni, has not responded to my emails, so would you please give me publish and admin privileges so that I can edit the eo.libreoffice.org pages and administer the Pootle files (username donaldo in both)? I am recruiting another translator (maybe two) for the team.

Hi Donald,

first of all: please do not press reply when starting a new topic. It messes up threading.

I just gave you rights on Pootle. Website admins (Christian?) should grant you appropriate rights to the eo website. But you may have to ask on the website list (or maybe ping somebody in person).

I'm cc'ing Michael's two addresses (one from wiki, one from Pootle) on this message. By the way, you should update the wiki page too ( http://wiki.documentfoundation.org/Language_Teams ).

Website list is preferred over ping, and also usually is faster, as
then multiple persons can act.

As there are no other publishers or authros for eo.libreoffice.org, I
made him a subsite admin for eo.libreoffice.org (login using the
email, not the nickname)

If more members join, have them register, then ping the (website) list
to have them added.
