You can open these programs in Notepad ...
           (1) the simple one comes on all MsFt machines (if it's not
present, download it from an older machine)
                or
           (2) there are a couple notepads available which include the
ability to view images as well;
                can be easily located & safely downloaded through

Er, these are document files, not programs.

You can indeed open an .rtf file in Windows Notepad, but what you will see is a coded description of the document appearance, not the appearance itself! You need a different product to render the appearance, e.g. a word processor. Interestingly, Windows WordPad will open the user's .rtf document file, but even that will not render his graphics.
