UI languages & dictionaries in Windows install

Hi,

I stumbled upon this bug with 440RC1:
https://bugs.freedesktop.org/show_bug.cgi?id=88304

On Win7 clean install, running automatically in Slovenian language
(thus recognizing the system language) the Slovenian UI and dictionary
were not checked by default and had to do it manually.

Could someone confirm for some other language?
