Unable to access offline help in 6.1

I cannot access the offline help in:

Version: 6.1.0.3 (x64)
Build ID: efb621ed25068d70781dc026f7e9c5187a4decd1
CPU threads: 4; OS: Windows 10.0; UI render: default;
Locale: en-GB (en_GB); Calc: group threaded

C:\Program Files\LibreOffice\help\en-GB

exists and appears to have the correct contents.

In Tools>Options>Language Settings>Language Of

User interface English(UK)

Locale setting English(UK)

Locale setting Default - English(UK) does not work either.

Installation files downloaded:

LibreOffice_6.1.0_Win_x64_helppack_en-GB

LibreOffice_6.1.0_Win_x64

All worked well in 6.0.5.

Hi, if this is the first time you've installed LO on this particular
machine, it isn't a bug but an annoyance. Open LO and then go to Tools ->
Options -> Language Settings -> Languages and check that the settings there
are set to English (UK). This should then bring up the internal help.

Hi David,

it isn't the online-help, which is shown there. Have a look at the
addressbar. The address begins with file:/// ...
Now have a look at opt/libreoffice6.1/help.
All the files there are html, css, js, xsl - the help is now created for
webbrowser, but it is a offline-help.
