Unlocalizable bundled templates

Hi,
just filed this bug report regarding newly bundled LO templates that
aren't localizable yet:

Please confirm and consider my proposal at the end of the bug report
(for l10n teams to make it a blocker for future subreleases, like
4.1.2 or 4.1.3).

There will be a development to handle template localization through
LibreOffice for the next 4.5.0 version, Kendy should know more about it,
so maybe add him in cc of the bug.

I think this shows that localizers should never again trust LO
developers when they promise something will be made localizable
immediately after release, as this immediate future is now a 6 months
period - I think we should from now on ask directly for totally
localizable features - otherwise they should be blocked/postponed and
not rushed into releases.

It would help, if you listed what exactly needs localization in your
opinion. AFAIK new Impress templates does not contain text. Are you
referring to the business letters, business card and English CV
templates? I'm not sure, if they fall into same category as UI.

If I remember well, it was said that localized templates would be
implemented in minor releases, but the whole mechanism to handle
localization correctly has to be developed and will be available for the
next major version. If you have localized template to provide, we can
discuss it with the UX team.
I discussed the template contest with the UX team because I was not
happy, just as you are. But instead of blocking the whole thing which
was important either for LO and the UX team, I've reviewed the templates
and ask for those who are too English to be removed. I'm not completely
satisfied, but I can wait until the next major version.
I'll ask Kendy today in the ESC meeting where the development of the
localization mechanism stands and keep you informed.

So, as commented on the issue, here is the abstract of ESC minutes:
l10n Update (Sophie)
    + some people unhappy about the templates - they are not localized
    + planned for 4.5 (Kendy)
        + cannot ship 100x each template, the plan is to have the
template once, but strings separate (Kendy)
        + possible to use autocorrect mechanism + go through pootle (Miklos)
        + will sync with Miklos offline (Kendy)

I'll follow-up with Kendy and Miklos on it and keep the list informed.

When I have time I will go through my mailbox if I can find it. There
it was, just a few weeks or a month before the release. I do not know
whether it was on l10n or some other list.

They are not UI? OK, so noone has any problems that I develop a
template in Slovenian and get it bundled with all LO builds? I guess
people from the US or Africa will enjoy a template in a Slavic
language that they do not speak? I am sure they will be ecstatic.

As long as people interface with something in a software - and one
does interface with a Writer template in LO - then it is UI, whether
it is currently labeled as such or not.
