I tried to download the tar.gz file for this and Chrome says it's
dangerous or malevolent or something and won't let it complete the
download.

I've never had problems with mozilla on ubuntu (maybe you took a wrong page or it is a false positive). try:

https://www.libreoffice.org/download/libreoffice-fresh/

Maybe a good answer to this can be given if you specified the location from where you are downloading .....

On the download page i only see a link to a tar.xz version
