Why empty / duplicate string?

Hi,
While translating LibO, I encountered many duplicate strings. Now that I'm
translating "Extensions for LibO 3.3", there are a lot of empty strings. I
think both -empty and duplicate strings- are problems.

Please see the attached screenshot.

Yes, there are a few empty strings. You can figure out their meaning
from the comment/identifier – they are tooltips for certain UI elements.
If you want those elements to have tooltips, you can "translate" the
strings. If not, just leave them empty.

Similarly, duplicate strings may be duplicates, but they likely appear
in different contexts, so it's probably good that they are separate.

Hope this helps. However, if you think some of those duplicates are
indeed bugs, feel free to disagree with me.

How can a translator know what those empty strings are about? Shouldn't
there be at least a comment about those strings, saying something like
"enter your own tooltip for this and this function if you wish, the English
version does not need one".

It would be nicer of course, but while it's not done, you can at least
check the string identifiers and figure out which tooltip goes where
from them. The identifiers are shown above the English string, and are
quite obvious, e.g., if "610.ExtensionCreator.Title" is a label, then
"609.ExtensionCreator.HelpText" is obviously (rather useless) the
tooltip of that label.

It's not ideal, but this is what we have and will have until somebody
finally adds comments to those strings...
