Windows 8.1 Explorer and doubleclick and background documents

Before submitting it as the bug I would like to hear is it not something I
can control myself.

In windows 8.1 (in normal interface) then opening LO file (doubleclick in
Windows Explorer) opens correct file but LO remains in background. It is a
little bit annoying. I have always several files opened and finding this
correct one takes time.
And opening cvs-file is very very very annoying. Since LO opens import
dialog (which one I like and I need). this dialog window is opened over one
opened LO regular window. If I have opened for example 2 ODT-s, 1 ODS and 1
ODG then I have to click on all them to find out where my import dialog is.
Seems that it is on last window I opened (but since I switch between them
during my work I cannot remember which one was lately opened).

Can these behaviours be considered as bugs? Can these repaired on LO-side?
Or can I do some configuration work myself?

Just to let you know this problem is, AFAIK, not specific to Windows.

I'm running Arch Linux with KDE, and each time I'm opening a password
protected spreadsheet, I need to look in my task bar and click on
LibreOffice because the dialogbox does not go automatically in front
of all other windows, especially my file manager from where I opened
the document.
